Go when the time fits best for you when hunting public, more birds maybe in the begining, but a lot more hunters. First time out there was in 2012 and tage out for two. Last year I tagged out and also got one for young friend finishing up his first Grand slam. In the eary season plan on hunting henned up birds and figuring out where someone else isn't hunting. A different hunt for me, hidding behind tumbleweeds and more open country. Make it so fun to hunt different places, enjoy your hunt.

I have been to Black Kettle twice first year birds were still flocked on private went home empty,  second year found a big group on private that bordered public and took two. Had to wait them out but it worked.

Also, where we hunted the birds would roost on public and high tail it to private once they hit the ground. Be ready to adapt. Neither one we killed were "traditional" backs against the tree and calling them in. We killed 1 by using a ravine to our advantage and crawling within range and the other we got lucky on the last day and used a full strut decoy to coax one off private back on our side of the fence.
We drove 20hrs from Florida to kill a Rio so we did whatever we had to do to get it done. You'll see a bunch of birds (jake gangs will run your gobbler off, had it happen more than once) so just be patient and persistent and you will be successful. Good Luck!
