Wherever you hunt, and in mountainous terrain in particular, it is important to keep to the vantage points that offer you the best chance of hearing birds gobble,...and for them to hear your calling.  That is generally going to be high, rather than low on the mountain. 

In areas where the gobblers are pretty stingy with their gobbles, missing those few gobbles a bird might elicit during the day can mean the difference between being able to work,...and possibly kill,...a bird or wandering the woods not knowing whether there is a turkey out there or not.

As for decoys, in mountainous, wooded country, decoys are often not needed.  However, if you are inclined to carry and use them, there will most certainly be times when the conditions at the moment will make having one advantageous.  From my own experience, those situations are pretty rare.
