Apparently non residents haven't been able to obtain ND spring tags for a number of years, due to the fact that they are all allocated to residents. Is this true? Anyone have any additional information on whether or not a NR can get a spring tag? The lady with DNR was helpful, but she admitted to being somewhat uncertain on this.

We should do that in Florida. Keep all you Northern guys away from our osceolas. Just joking, come on down. Remember season starts the first of April.

Correct, non-residents cannot get a tag to turkey hunt in North Dakota.
However, you can hunt Indian Reservations as non-residents.
I killed a bird there near Fort Yates, on the Standing Rock Indian Reservation. You will need to contact them and get an Indian guide. The hunt is very reasonable and there are LOTS of birds.
