I think you are correct with your first assumption. I saved the pic and blew it up as much as I could, there isn't a beard on either bird. The heads look a bit pinkish/white, but I think that's because of the sunlight on them, there are no whattles on them or the darker feathers that should be starting on the backs if they were jakes.
My guess is that they are two hens? Look on your next photos before and after that pic and see if they show a better pic?
