Would it be safe to shoot a TSS load in a 1950s Remington model 48 16 gauge 28 inch modified barrel

Yes it will be fine.
I would shoot a 1-5/8oz load. The shot should be fully contained in the wad. Pressures on the TSS loads are really not any higher than the old magnum lead loads for the most part.
Go early, stay late, be patient and sit still.
