There's a decent selection of programs out there, and a lot of it just comes down to personal preference. You can actually do quite a lot with Windows Movie Maker if you don't want to get too fancy. I personally like the Sony Vegas editors, but that's mostly because I learned to use them a long time ago and I'm comfortable with them. The basic Vegas Movie Studio is quite powerful for the price. Adobe, Corel, and Cyberlink all offer similar products and they all have their fans.
