I would suggest contacting the agency that manages the public ground you want to hunt.  You should be able to get whatever information you are looking for in terms of camping rules, regulations, and locations.  Camping rules have been gradually changing in a lot of places due to increasing interest and concern for protecting the resources and natural values. 

In National Forests, in particular, there are somewhat recent regulations that allow for camping only in certain areas and within a certain number of feet/yards from a road.  I also believe most NF's now provide free "motor vehicle travel maps" that indicate such things as what roads/trails are open for use by the various motorized vehicle types, camping designations, roadless areas, seasonal road designations, and such.  In addition, those maps are updated at times and the information changes.

From what I have seen where I live and hunt on our NF's, there are a lot of people that are not familiar with the availability of these maps,...or they just ignore the regulations,...because I am constantly seeing violations around here.  The fines/penalties for those violations are pretty steep IF the agencies actually were to start enforcing them.  Unfortunately, around here at least, there seems to be little will by the agencies to actually pursue violators and enforce the existing penalties.  Instead, they tend to say "naughty, naughty",...don't do that again" and just let it slide. 

In my opinion, if the agencies would start hanging some of these folks out to dry on these violations, it would stop a lot of the nonsense. So far, I have seen little evidence that they are doing that.
