WY license?

Can you not buy one online at any time? It appears there was an application deadline but looks like you can buy them over the counter too, so not sure why you couldn't just buy one whenever online?

I was only aware of over the counter, that is how I have always got mine when needed. But i have always only hunted the Black Hills in WY. And that was always and unlimited no apply for license. IF it would have been available on line I would have gotten one already. And if things don't get better by end of there season I guess i would end up donateing it. 
I actually preferred them over the counter in WY, then have to order on line or through mail like SD dose. Last year I was hunting in SD black hills and not doing very well because of the new 16 inches of snow. So jumped over to WY got my license over counter was out hunting that afternoon. Shot turkey that evening and ended up back in SD the next morning hunting. I think SD lost hunting licenses when they switch to going to mail or only from main office in Pierce SD. I know my brother didnt get to come with a few time because he couldn't plane far enought ahead to get license in mail in time to go with.

Where did you go to get them on the WY side? Looking around on Google Maps there doesn't appear to be any OBVIOUS places to go without having to pass where I want to hunt
