DSD Jake decoy question

My memory isn't the best anymore lol. I got some stuff out today to get ready and I noticed that the Jake decoy that is in mating motion pair looks like this pic. I only used on opening day last year and haven't got it out til today. Is it broken or is it part of the action? I can't remember what it looked like new! Does anybody else's look like this
