At the start of the breeding cycle the hens usually go to the Gobblers.  Later in the cycle when there are fewer receptive hens that trend changes a little and some gobblers start seeking out hens. 
If I'm not back in five minutes, wait longer!

I agree with the others.

Some toms will run to hens, but some will gobble their heads off until the hens come to them.

I've hunted toms that would gobble from the limb until a hen walked up under them before they'd fly out whether it took 30min or two hours.

More times than not the hens will go to the gobbler. You will experience this if you hunt much. You will be calling a lone, responsive gobbler and hear hens come to him. Many times you won't hear him again.
