Question about decoy placement submissive hen w/o male decoy

I have never had any luck with a jake decoy with and without hen decoys.

So without a Jack decoy could I place one hen in a submissive position and the other in the feeding position? Or will the submissive hen need a male decoy to work? Which it never has for me because everytime I have used a jake or gobbler decoy the birds just will not come in.

 Put the hen decoy right at the feet of the jake like it's almost touching it

It also helps to place the hen decoy in a spot where there is little foliage or grass so that it can be seen

Place the decoy in a safe spot etc..

I have tried everything with a Jake or full grown gobbled decoy and have never in all my years of hunting had a Tom come in. but if I take the Tom away I have more luck.

So if I had a feeding hen and a submissive hen with no male decoys would a Tom come to the submissive hen or would he think something is not right with out a male decoy

The birds I hunt have a lot of hunting pressure when the first weekend comes in but season opens on a Monday so I can hunt them before they get too educated
