Title: Looking for a link.

I, at one time, found instructions on the NWTF website about how to clean and mount a fan. I, for the life of me, cannot find it anywhere. Does anybody, by any chance, have the link, or know where to find the NWTF instructions?

Not hard brother. Cut it off cleanly. Remove excess meat. As a taxidermist if use a wire wheel but a wire brush (toothbrush size) can do job.
Careful not to get grease from the meat on feathers.
Once it's off good you can wash it all in dawn if you feel the need. (Be careful) and than dry it with cool air w a blow dryer.
Once feathers are back in full shape you "card" fan. Basically pin it open on cardboard or something. Put dry preservative on raw quills and allow to dry. Pretty much it. Less time to do it than write it.
If you don't have access to dry preservative ( available from any taxidermy supply) you can use borax soap. Pretty much same thing without moth proofer
