Looking for places to hunt spring and fall turkey in central Illinois. Getting older and want to find public land closer to me.

has anyone hunted deer or turkey in shelby county ?

No, but East Central or Southern Illinois both have pretty good public land.  Couple hours south will put you in the Shawnee National Forest.
