Red Crescent is, I think, the Red Cross in Muslim countries.
I would say that someone (Turkey, possibly Algeria maybe ?) is getting a military order filled with that train shipment.

This explanation makes a lot of sense and those vehicles look like Miltary type ambulances.

Your correct. These are what they had in Iraq when I was there. They are just like the military ambulances we used and we used to railhead them to and from. My guess is that this is what they are doing here.
