Getting the 20 ga. ready for the misses. I just got the sight put on and going sight it in this afternoon. Can I use cheap dove loads at 15-20 yd to get it close and do the final tweaking with the loads she will be shooting?

Yep, that's the way to do it. Just make sure you use the same load you plan on hunting with to do the fine tuning cause there will be a difference!
