Tight lipped locating

Any tips for striking up birds say an hour after daylight? I have tried a primos power crow, hoot owls, coyote howls, a gobble tube, and bought a goose call last year that gave zero results. How affective could a peacock or woodpecker call be if the above doesn't work? As crazy as it may seem I wonder if an air horn would make a bird shock gobble? Of course I wouldnt use it anywhere near my setups. The farm I hunt is between two highways so there is all kinds of noises.

I've had best luck with crow or owl, but I've heard of some using a high frquency silent dog whistle.  I never have tried that and don't know if it actually works or not.
